Andy Burnham hailed prime minister Sir Keir Starmer's Public Accountability Bill as his defining legacy, praising him for putting "decency back at the heart of the British state".
The bill, named after the 1989 Hillsborough disaster, aims to prevent government cover-ups and will now go to the Lords.
