The exact details of how Andy Burnham's £2 bus fare cap will be funded have yet to be worked out, the transport secretary has told Sky News.
Heidi Alexander told Sophy Ridge the "detail...hasn't yet been worked through" but insisted the plan was fully costed.
In a series of testy exchanges, Ridge said it was reasonable to expect a minister to go on TV and answer details about how major policy announcements would be funded.
