Congress Opens Second Regular Session; Cayetano Wears Black in Protest

The 20th Congress convened its second regular session on Monday morning, with the Senate and House holding separate openings before gathering for the President’s SONA. Senate President Sherwin Gatchalian addressed the upper chamber, while 21 of 24 senators were present.

Senate Minority Leader Alan Peter Cayetano wore a black long-sleeved barong Tagalog as a sign of protest.
