Andy Burnham has warned that fixing social care will require "difficult decisions".
The prime minister announced he will bring forward the Casey Review to report next year on how to deliver a "national care service".
He pledged to lift up the social care workforce through pay and training, saying they should be "the best paid people in society, not the worst".
And he blamed politicians for failing, saying he wants cross-party talks to fix this vital issue.
