Mexican President Claudia Sheinbaum is considering sanctions against the government of Chihuahua.
Sheinbaum says CIA agents participated in a drug lab operation without federal approval.
Her comments follow the deaths of two U.S. officials in a crash over the weekend.
The officials were returning from destroying a drug lab in northern Mexico.
Two Mexican investigators also died in the crash.
Sheinbaum emphasized that U.S. agents should not operate in Mexico without consent.
She ruled out a new strategy by the U.S. to deploy agents without Mexico’s knowledge, highlighting existing communication with the U.S. State Department.
