Provincial officials are using legislation typically aimed at drug traffickers and organized crime to seek the forfeiture of what they say is equipment used in an illegal landfill operated last year at a site in Upper Hammonds Plains, N.S. But one businessman says his topsoil machine has been unfairly seized.
