New PM Andy Burnham 'still doesn't understand tax' - Comment

Four days ago, Andy Burnham, the Prime Minister, heavily intimated that he would give the country an income tax cut to offer some “breathing space”.

Two days later, he changed his mind, having seen the cost of such a decision.

To be blunt, what did he think would happen?
