Witness Daniel Boucher told the Associated Press he witnessed the moment federal agents pulled 26-year-old Joan Sebastian Guerrero from Colombia out of his car after he was fatally shot.
The Department of Homeland Security said an ICE officer opened fire "fearing for public safety" as the victim "attempted to flee the scene" in a vehicle without detailing why the officer believed Guerrero posed a risk.
