WASHINGTON, April 16 - The U.S. House of Representatives offered a rare rebuke of President Donald Trump's immigration enforcement agenda on Thursday as a handful of Republicans joined Democrats to vote to extend temporary protections for 350,000 Haitians living in the United States.
