The US Secretary of State is set to join a meeting in Washington between Israeli and Lebanese ambassadors, but both sides have conflicting goals.
Lebanon has demanded a ceasefire before talks begin.
But Israel hasn't halted its attacks on southern Lebanon or addressed withdrawing its troops from the area.
