But complaints of collusion between the state and the cartel cannot be muted.
“In Mexico we don’t really know where the government ends and where the crime starts,” Héctor Flores says.
Five years ago, his 19-year-old son Héctor Daniel was captured and beaten by alleged members of the State Prosecutor’s Office (FE).
He has not been seen since, but Flores believes he has probably been handed over to the cartel.
