Robert Thomas scored with 1:16 left in the final period.
With eight seconds to go, Thomas tied it at 2-2, forcing overtime.
Earlier, Emilio Pettersen and Stian Solberg scored for Norway.
Canada had to settle for the bronze medal game after losing to Finland in the semifinals.
