Russia has charged the founder and CEO of Telegram with aiding terrorism and put him on an international wanted list.

Pavel Durov was born in Russia but later moved abroad.

The Federal Security Service, the FSB, said he had failed to remove "numerous channels, chats and bots" allegedly used by "Ukrainian intelligence agencies, terrorist and extremist organisations" to prepare and coordinate acts of terrorism.

Telegram is one of the most popular messaging apps in Russia.

Pavel Durov has previously accused the Kremlin of fabricating pretexts to restrict access to it as part of an attempt to "suppress the right to privacy and free speech."
