The inquiry's findings represent the first official death toll from the October vote, which was marred by an internet shutdown and widespread reports of voter intimidation.
Human rights organizations estimate the actual number of fatalities could be in the thousands and have accused security forces of a 'Tiananmen Square-style' crackdown.
The commission reported that over 800 people suffered gunshot wounds and thousands more were injured.
While the government has pledged reforms based on the findings, opposition leaders have denounced the report as a whitewash intended to protect the ruling party.
