Kyiv Shooting Response Investigation
The shooting occurred on Saturday when a Russian-born gunman opened fire on pedestrians before barricading himself in a supermarket with hostages.
Video footage circulating online showed officers standing near a victim on the ground before running away as more gunshots were heard.
Interior Minister Ihor Klymenko condemned the officers' actions, stating that their behavior did not reflect the values of the force.
Eight people remain hospitalized following the attack, which is a rare occurrence for the Ukrainian capital.
