Kyiv Police Chief Resigns
A video circulating online showed two officers standing near a victim on the ground before running away as gunshots continued to ring out.
Zhukov, a veteran with combat experience, stated that he decided to step down because the officers' actions did not reflect the values of the force.
The two officers involved have been suspended pending a full internal investigation into their conduct.
The incident has sparked a national debate about police training and the psychological toll of the ongoing conflict in Ukraine.
