The appointment was made by King Charles III to commemorate the 100th anniversary of his mother's birth.
Keay, a trustee of the Royal Collection Trust, described the role as a 'profound honor' and plans to interview the Queen's closest friends and family members.
The biography is expected to provide an intimate and definitive portrait of the monarch's 70-year reign and her personal life.
A new independent trust has also been established to offer grants for community projects in the late Queen's memory.
