For the third time this year, House Democrats failed to pass a measure aimed at curtailing the president's authority to wage war without congressional approval.

Republican leaders successfully held their ranks, arguing that any withdrawal would project weakness as the U.S. seeks a permanent peace deal.

The vote occurred as the White House budget director declined to provide an estimate for the cost of the war, which some experts believe exceeds $10 billion per week.

Despite the legislative setback, a growing number of Republicans have expressed private misgivings about the conflict's indefinite timeline.
