European Union envoys are meeting in hopes of approving a massive loan to support Ukraine's military and financial needs for the next two years.
The 90-billion-euro package has been stalled due to Hungary's veto, linked to its demand for Russian oil supplies via Ukraine.
On Tuesday, President Zelenskyy announced that Ukraine had repaired the Druzhba pipeline, potentially paving the way for Hungary to lift its veto.
Cyprus, holding the EU presidency, plans to initiate a written procedure for final approval.
Meanwhile, the EU is also working on new sanctions against Russia, facing delays again due to objections from Hungary and Slovakia.
